<p>
	The delegation, appointed by Republican Speaker of the House Andy Tobin is comprised of State Representatives Republican Brenda Barton, Republican Darin Mitchell, Republican Frank Pratt and Democrat Lisa Otondo.&nbsp;
</p>
<p>
	In 2010, the legislature created the Water Resources Development Commission.&nbsp; The WRDC worked for two years assessing Arizona&rsquo;s known available water resources versus projected demand for the next 25, 50 and 100 years.&nbsp; The Commission determined that statewide water imbalances are eminent and recommended legislative action for future water supply development over the next 100 years.&nbsp;
</p>
<p>
	However, groups such as Arizona Common Sense, argue that committee and groups have been in place for the last 100 years to properly delegate water rights to cities around the state. &nbsp;The meeting in Sierra Vista is scheduled for next Monday.</p>

	Police say the 19-year-old Hieber is described as a white female, standing 5&rsquo;7&rdquo;, weighing 130 pounds, with light brown hair and green eyes. &nbsp;She may have darker short brown hair and likes to wear wigs.&nbsp; She has a cross tattoo across her back and goes by the nickname of &ldquo;Hippie&rdquo; and dresses as one.</p>

	Police say Joe A. Casanova was seen jumping a fence in the area of the 1000 block of West Third Street and was contacted by the Deputy due to his behavior.&nbsp; He then was observed throwing an object back over the fence. &nbsp;The retrieved object turned out to be over eight-grams of heroin.&nbsp;
</p>
<p>
	Casanova was arrested and booked into the Yuma County Detention Center for possession of a narcotic drug for sale, possession of a narcotic drug and theft of the bicycle.</p>

	Our television partner KYMA-TV says the IID has been providing water for the past ten years to sustain wildlife. &nbsp;That contract will be up in 2017.&nbsp; In addition to the $2 million, a grant of&nbsp;$3 million is also included to improve habitat for the fish and wildlife at the sea.</p>

	Conservative Republicans in the Arizona House and Senate fought the proposal bitterly for months but the Legislature&#39;s Democrats and some Republicans teamed up to approve the law.&nbsp;
</p>
<p>
	Opponents of the bill are planning a citizen&#39;s referendum that would block it and a lawsuit is also possible.&nbsp;
</p>
<p>
	Brewer fought the law but agreed to add more than 300,000 poor Arizonans to the program after the Supreme Court found it was constitutional and Obama was re-elected.</p>

	When officers arrived they found a 2001 Chevrolet pick-up upside down and one of the passengers trapped inside. &nbsp;The driver and three other occupants were outside the truck &#8211; one of those lying on the ground and unable to move.&nbsp;
</p>
<p>
	The jaws of life were used to remove the trapped person with all five persons transported to Yuma Regional Medical Center. &nbsp;Two of the occupants, who are in critical condition, were later flown to hospitals in Phoenix.&nbsp;
</p>
<p>
	The names of those involved are not being released at this time.&nbsp; The case is under investigation; alcohol appears to have been a factor in this incident.</p>
